Explanation: This error message appears when an incorrect size of the attestation private key is provided.
Recommended Action: The attestation private key size is expected to be 256-bit. If the institution ID is already registered with Sheltered Harbor, import the private key that was used at the time of registration using the --import-key option and retry.
