Explanation: The time-out occurs at the time of retrieving the key record details from External Key Management Service (EKMS). The time-out may be because of the EKMS server name or a port is not configured in KMS configuration.

Verify the KMS server name and the port number in the KMS configuration using the nbkmscmd -listKMSConfig command. If everything seems to proper in the KMS configuration, run the nbkmscmd -validateKMSConfig -name <KMS Configuration Name> command.
