Explanation: The external KMS server doesn't have any keys which are qualified as NetBackup keys (the custom attribute name x-application is set to NetBackup).
Recommended Action: Check the EKMS server whether any key is defined with custom attribute x-application=NetBackup to qualify as NetBackup (case sensitive) key. Review user permissions and verify that the user has the permission to locate keys as per their privileges.
